This is part of Semantic Convention Update: Tracking Issue #4572.

After #4690 lands and the new semantic conventions package is ready, all semantic convention attributes will need to be updated to use the new attributes, located in the new incubating directory.

This issue is for changing SEMRESATTRS_ and SEMATTRS_ prefixes to just ATTR_ for attributes. No new attributes should be added in this change.

For packages requiring changes for the opt-in environment variable, those changes should be made before this.

Note: Import @opentelemetry/semantic-conventions for stable semantic conventions. Import @opentelemetry/semantic-conventions/incubating for all semantic conventions, stable and unstable.

We need to sort out #5182 to know what to do for unstable semconv values used in core packages.
