Use lerna independent versioning

Before we release this repo as 1.0, we need to ensure we can hold the metrics packages back as 0.x. We also need processes in place for backporting bug fixes to older minor versions after we reach 1.0.

This should include tooling for automatic release management as well as updating the contributing.md
