Should we revert #4684 (since it hasn't been released yet) to see what happens with open-telemetry/opentelemetry-specification#2770?

Yikes. I left a comment on the PR. If the spec isn't clearly moving to a definitive decision, I think we need to revert to prevent flip flopping.
