What are you trying to achieve?

I want my metrics to be written to my logging layer and then filtering in my logging layer to control what target the metrics are written to.

Additional context.

My Scenario is i need to aggregate my metrics in a file and then have an agent pick up the files and transfer them to the cloud due to having a large install base which doesn't have direct connection to an OTLP endpoint.

The accepted mechanism for this is to use the OpenTelemetry collector. That can receive the metrics and output them to a file. We wouldn't provide that ability as part of the project.
