Seemingly, bolivar is getting slower and slower without any changes in the codebase itself. Most likely is because of open-services/open-registry#39 as the performance degradation is specifically with fetching new packages via ipfslite.

Something we can try to see if it gets faster is to use the QUIC transport for libp2p, might be faster overall. It's already enabled on Open-Registry so should be trivial to start using in bolivar.
