Describe the bug.

Similar to #3769 where the agent gets out of sync if the network is interrupted when changes occur on the hub, the agent can get out of sync if the agent is powered off and then restarted later.

We should fix that scenario do where the agent makes sure it can get back in sync when it is restarted
