This issue is about writing a new experiment to measure the download speed of fetching a resource. We are not aiming to solve the problem of measuring throttling with a single, simple experiment. Rather, we want to have in the codebase a prototype with which we can start to study the problem. We can consider this issue done once we've a reasonable implementation and we have validated that it can detects some form of throttling in real-world scenarios.
