Implement beta quality frontend to support management of the URL priorities

We will implement a beta quality frontend to be used by members of the OONI team to adjust priorities to URLs.

This will allow the OONI team to view the list of URLs that are given out as testing targets to OONI Probe users and to make adjustments for URL prioritization. For example, during an emergent social media blockade in Turkey, we may log into this interface and choose a higher testing priority for the URL https://www.facebook.com/ for OONI Probe users in Greece.

The underlying goals and principles behind URL prioritization involve:

• Responding to emergent censorship events;
• Optimizing the value of collected measurements (through regular testing of URLs for consistency);
• Ensuring that the tested URLs are more relevant to OONI Probe users.

We will adjust URL priorities based on the above goals and URL priorities will be transparent. We will openly display which URLs are prioritized for testing and provide the community the option to offer suggestions through a web interface. Furthermore, we may offer settings inside the OONI Probe app that allows users to view and make changes to the URL prioritization of their app.
