Unable to Change Pull Location in Ontology edit form

How to reproduce

1 - Open the edit form for an ontology and navigate to the Links tab

2 -Change the Pull Location from "oad from URL" to "Upload a local File" and upload your file.

3 - Save successfully
4 - The pull location did not change

Note:
to note get this issue, make the field of load from URL empty before selecting Upload local file.

So the solution is to not concider that field if it's not enabled in the UI side.
