dll not found in some software

i cant run some apps that give popup window that tell me if the dll is missing

(there 2 exe, because i think my exe was corrupted, but no it worked in my pc)
i can see if the bass.dll is exist, i dont know why the error is

and some apps force close, i see it in task manager, it apear and forced disapear, like cant run, i think my device is to low for play it, but winlator can run it, ive play plants vs zombies, and other software like AIMP can run normally.

and sorry i playing cracked or else version because i cant run steam, verry lag, even no game installed yet, i think steam is more heavy than GTA SA where has higher quality graphic, i dont know how to change the graphics quality to lower
