Unclear Reviewer On boarding

Hey, all. As a user, when joining the page it's confusing on how to apply to be a reviewer for the city. I'm happy to chat with someone more about this.

Same, just going by what I can glean from the UI, I can't do anything because I get an error saying "Andrew, You do not have permissions to review this submission."
