@rgrp, there is a generic approach to data wrangling here, specially made to help people create data packages.
That page also mentions some open tools and supportive tools to analyse the data. Again, focused on how to create a data package.

I am not sure if those topics you mentioned are to be more generic or focused specifically in data packaging.
