Separate Allow and Mandatory Lists

Problem Definition

When adding assets we could potentially slash a validator if added at the end of a slash window.

Also, for the purposes of testing out new assets it would be nice to add them to the AcceptList but not slash for them yet in case there is an issue.

Proposal

Create two separate lists for assets on the oracle. One that lists all allowed assets, and one that lists the assets mandatory for validators to vote on for else they get slashed.
