E2E test flakiness with 3 block voting period

Works locally every time but github actions does not have enough resources to run 3 validators in separate docker containers, a price-feeder, and maintain prices within a 3 block voting period.

A more specific root of the problem could be found by monitoring the oracle transactions to see why prices are not getting stored for certain voting periods.

A possible solution is to move off of github actions and make sure the machine running the CI tests have enough resources.
