GovtOrganizationSelector: Undefined Label in User Addition Form for Non Govt Orgs

Describe the bug:

When adding a new user, an undefined system field (SYSTEM__govt_org_type__undefined) appears in the form. This looks like a misconfigured or missing field, causing confusion for users.

To Reproduce

1. Login to the system.
2. Navigate to Organization -> Doctor/Staff/Nurse (Any). [Note: This bug doesn't happen when your in Kerala]
3. Select the Users tab.
4. Click Add New User.
5. Observe the SYSTEM__govt_org_type__undefined field in the form.

Expected behavior

Good catch. It should display the relevant label for govt organization at level 0 ("State" since our current deployment is at state level).

As for assignment, let's get the currently assigned issues resolved first before taking up more.
