Add support to view file archive reason and user details

When we archive a file in the patient encounter, there is no way to currently understand who and why done it

• add a support to view archive reason and user name related to the activity in the file section of encounter

There could be a note or something that would state the name of the person who archived it and the reason in a modal. To implement this, we can have a mandatory option of Writing a note while archiving a file , something like "close with this comment,(in Github)", and the user can only archive a file , once the note has been written.
