[Bug] Linux dedicated server taking too long to setup

Describe the bug

Dedicated linux server with this mission is just hogging resources (485% of AMD threadripper cpu) and taking to long to setup the game.

How to reproduce

Use linuxGSM to start arma3server with cba3 and a3u. Server will start. Connect to the server on local LAN . Login as admin.
Now waiting starts "Waiting for an admin to login takes like 3-5 minutes".

Then after initial setup Waiting for background init to complete takes anywhere from 10 minutes.

Looks like the issue is with one of the other mods -- 'ace no medical' must be loaded before antistasi. There's no such issue on the Windows server when launching the LAN server.
