v4.0.0: Strong-naming

With the v4.0.0 release, we now strong name both Octokit.net and Octokit.Reactive.

🚀 Hello! today we have released v4.0.0 of our .NET SDKs, which contains a long-awaited feature: strong-naming our assemblies! this is something that's shown up in numerous community requests and we're pleased to announce the availability of
