Context: ocean.py#166: "--with-provider2" flag apparently needed on barge. If we really do need it, fix docs. If no, deprecate the need.

The resolution from that is: keep this option as is and document it in Barge.

Why document: otherwise it's a mystery parameter.

That's the aim of this issue.
