Good question: actually I copy-pasted from the Unix implementation below. I will add it (in both places). Or we could remove v_block from both places (both v_block and v_exclusive are booleans).

Hmm, but that's going to prevent the exactly desirable behavior of forbidding dune clean stepping over running instances. How about making clean working like this:
There's still a race condition possible in 3-4 but i don't know how to do better than that on windows. |

Implement file locking (for the global lock) using
LockFileExto avoid having two OCaml implementations of the global lock.Incidentally, while testing this PR I came across an issue which is also present in
main(it is independent of the present PR): currentlydune cleanfails on Windows due to the.lockfile being open inside the_builddirectory. A possible solution would be to keep this file outside the_builddirectory. Opinions? cc @dra27See #6360 (comment) for context.
