TSC Input: Clarify owners and maintainers of .github/codeowners

Looking to clarify ownership of https://github.com/o3de/o3de/blob/development/.github/CODEOWNERS

Issue:

• O3DE wide impacting files need clear ownership
• Needs to have approved maintainer chain to make sure changes are good for project.

Original issue: o3de/o3de#12475 (I do not have permission to transfer issue to o3de/tsc).

Has there been any discussion or update on this? This ticket - o3de/o3de#12475 has been sitting open for some time and it would be nice to know what's happening with it.

My vote is it belongs to everyone 😅 So maybe a quorum of sigs (some number, maybe 3?) could approve a change including the sig that the change affects (or two if there's a move from one sig to another).

I agree, this looks like a community-file which should involve the affected SIGs if there is a change.
