Implement a simple nav menu

Is your feature request related to a problem?

In the original nvQuickTheme project, slimmenu is used. However, this has a jQuery dependency and I'd like like to see that dependency removed. So, we'll need a simple menu that has no dependencies other than potentially Tailwind and JS (if necessary).

We need to have no dependency on jQuery.
