In data request review area, add indicators that request includes non-commercial use only datasets

Now I'd like to add additional disclaimer text in 2 areas on the data request review area, primarily to keep the reviewers aware that a data request contains non-commercial use only datasets (and, therefore, commercial requests should not be approved).

Logic: Check if a data request contains 1 or more datasets indicated as "non-commercial use only". If true, show warning text in 2 areas described below.

Warning text: Request includes non-commercial use only datasets (slug1, slug2). Do not approve for commercial requests.

For all reviewers:

Show in the "Datasets" box at the upper-left, underneath the dataset icons. The text can be smaller.

For the Principal Reviewer role:

This is what the principal reviewer sees around the time of approval. If above logic is true, add red text under Signature box that reads.
