Describe the bug
If we disable group then after enabling group going to end of group list

To Reproduce
Steps to reproduce the behavior:

Go to Admin -> More -> Groups
Disable first group (click on eye icon)
Turn on "Show disabled"
Find group that you disabled and enable it
Turn off "Show disabled"

Actual behavior
Group that you enabled now last

Expected behavior
Group that you enable must be first

Additional context
In database after enabling sorting_order becomes null
