Make inline functions and wrapper types invisible in debuginfo to give better stack traces.

Advanced because I think we would need to think quite deeply about the implementation as part of the RFC plus interactions with other features, ways to opt out, etc.

If someone has experience on the implementation side but wants help with the RFC, I'd be happy to mentor this one offline too.
