Make the LSOA route network layer the default view

This would clarify what the PCT's main strength is, showing the skeleton of a strategic cycling network for each region. It was discussed at the PCT hackathon and was generally approved of as an idea for Phase III. Any questions about or objections to this idea can be discussed here.

To me it would be a very simple change that would increase the impact of the PCT for first-time users.
