Unwanted population of “Local Blacklist” field upon activation #7

Upon activation, the plugin populates both the “Disallowed Comment Keys” field (which is correct) as well as the “Local Blacklist” field (which is not correct).

Deleting the contents of the “Local Blacklist” field, deactivating the plugin, and reactivating the plugin results in repopulation of the “Local Blacklist” field.

Deleting the contents of the “Local Blacklist” field and clicking the “Run manual update” button to refresh the blacklist source does not repopulate of the “Local Blacklist” field.

This issue only occurs when activating the plugin.

This behaviour can be duplicated on the following versions of WordPress:

4.9.21
5.9.4
6.0.2
