Do not use the timestamp from IMeasureObserver as the measure timestamp. #3

The Measure Timestamp property reflects real date and time when the measure was computed. The value of timestamp of the IMeasureObserver reflects only the date and time when the Observe was called. When publishing measures we should use the measure timestamp instead of the timestamp passed to the measure observer.
