FR: Usage Data Collection and Statistics

There's a mild interest in knowing how many mods are downloaded, updated, etc. and additionally which mod options are used by them.

The collected data would be beneficial to SCP decisions regarding mod options, new features, and various management strategy. For example, there's been some discussion about the possibility of making a number of widely used opt-in features default enabled, but the SCP would need some stats of the mod options before then.
