Count of TransportServers in watched namespaces

As an engineer I want to collect a counter of VirtualServers that are observed by the Ingress Controller so that we can better understand what way users are configuring the Ingress Controller

Demonstrate-ability:

• Demonstrate TransportServer count changing in log when TransportServers are deployed and deleted.

### Acceptance Criteria
- [x] Collect a count of deployed TransportServers that are observed by the Ingress Controller
- [x] Count only TransportServers that are in a watched namespace.
- [x] Ensure TransportServers count is logged when -v=3 logging is enabled
