Description of feature

The main reason for this proposal is that the official support for Python 3.7 will end on 2023-06-27. This date is less than a year in the future at the time of writing.

Another reason is an apparent issue with nf-core tools installation on M1 Macs with Python 3.7.

And of course there are new possibilities when we can rely on Python3.8 as minimum version: https://docs.python.org/3.8/whatsnew/
