Improve email body announcement

Although the announcement center allows basic formatting with markdown, the email being sent lacks every kind of formatting but list items. Every line is put a different paragraph and the text is all centered.

The markdown version of the message should be converted to HTML and properly styled. There should be a set of sane limits for the allowed tags (no pictures, for instance ?), and a limit of content length.
