Description

Add a new section to the team's PR template that includes a 'Proposed Release Notes' section. Use that content to automatically generate release notes. The Node team has a similar process that can be drawn upon for inspiration. For this to be successful, we will also have to flow this new flow into team processes.

Acceptance Criteria

Create a new PR template and automate the generation of release notes.
