Create a reset button

In case a user is stuck in a locked state or a broken staging state, allow them to reset staging settings to default.

This would delete the lock and remove the staging values from the database and attempt to remove any staging db tables and or files. The user would need to recreate any staging site.

Perhaps only expose this as a CLI command until it's needed/requested. Otherwise, only display a reset button once an error has occurred.
