Cannot test in command line due to #1309, but according to test seems setting min= in ps-format does not have effect.
https://github.com/neuromation/platform-client-python/blob/269d438fbab8ad2dfff72bd16d5d89b76b78f924/tests/cli/test_formatters.py#L998-L1002

Despite setting min=20 the column has width 10.
