Limit which peer can access network route #506

Currently, as long as a peer can access the routing peer, it can access devices in the route subnet

My use case is the routing peer belongs to 2 groups A and B, but I only want peers in group A to access the route

Thanks, @deluxghost for your request.

This overlaps with the requests in #463, I will keep the group support for network routes in that ticket.
