可以观察下从server端得到的返回是否每次都有数据，代码位置：config_proxy.go的queryConfig func中，同时也观察下是否有错误日志

这里数据是空的原因找到了如果是从缓存里面取值的话不会走param.Content = response.Content 后面就会拿到""
