Investigate Firebase API scriptworker

Discussion with Isabel & Sebastian K. Only blocking issue for having tests be build-blocking on AC and all projects is ability for contributors to safely run Firebase tests.

We currently cannot run Firebase tests when initiated by contributors which causes issues for all Android projects. If we could do this safely, we could standardize across all projects and have same test verification for both collaborators and contributors

the proxy is a non-solution, a scriptworker could solve this specific problem if someone on your team is willing to write the script, and taskcluster/taskcluster-rfcs#168
