[Bug]: Search suggestions aren't displayed

Prerequisites

"Show search engines" should be enabled in Search Settings

Steps to reproduce

1. Search for a term E.g. "Cat"
2. Check the search suggestions

Alternative steps to reproduce

1. Tap the search bar
2. Select one of the featured search engines
3. Search for a term E.g. "Cat"
4. Check the search suggestions

Expected behaviour

Search suggestions should be displayed

Seems like a regression from mozilla-mobile/android-components#12000.

I noticed this in the failing search results UI tests. It types 'mozilla' and expects to see a 'mozilla firefox' result, but just yields 'mozilla'. If I hit a backspace on 'a' in 'mozilla', and re-enter 'a', the results will appear.

This issue is not reproducible on the latest Nightly 101.0a1 (2022-04-19T17:47:17:277588) build.
