Who should be allowed to edit user groups?

Should only Mothership Super Administrators be allowed to assign users to groups? Or does there need to be a more in-depth system?

Note there is a difficulty in that some groups have no permissions (e.g. retailer group), and some groups are used for access to Mothership.

For now I'm satisfied if only Super Admins can do this. There's no pressing need to change it.
