smart menu menu bar cuts off user menu on small displays

If the menu bar (or the bottom bar) is activated, the user menu is not completely visible on small screens, so you cannot scroll down to "log out" of the system.

Tested on:

BU Version: v4.5-r4
Moodle Version: 4.5.1

Steps to reproduce:

• create a smart menu and place it in the menu bar (or bottom bar)
• open the user menu on a small divice/display size (e.g. Galaxy S20 in landscape mode)
• find that you cannot scroll down to log out
