I think the only test failure that can cause caches to be leaked is from the control plane test, which seems to be failing more recently for unknown reasons. Any other test caches are cleaned up by the
tearDownAllfunction even when tests fail.This PR adds more descriptive error messages around the control plane test that might be leaking caches when it fails.
