CI/CD: fix GitHub release version updates

Goal:

As a maintainer of the Mojaloop OSS codebase

I want to ensure the central-services-error-handling, central-services-health, sdk-standard-components, sdk-scheme-adapter publish release to GitHub, currently only publishing tag.

so that GitHub release version updates to the same as tag version
