central-event-processor: Identify and address deprecations

Goal:

As a maintainer of the Mojaloop OSS codebase

I want to ensure the central-event-processor is up-to-date

so that any dependabot alerts, underlying (nested) deprecations are identified and addressed

Acceptance Criteria:

• central-event-processor service has dependabot alerts addressed / fixed
• No known deprecations in the underlying dependencies can be found or issues are documented in case alternatives cannot be found
