Allow toggle on/off of bot update alerts

Is your feature request related to a problem? Please describe.
A bot updates log was implemented in response to this feature request however there is no way to mute/disable this for those users who don't actively require these updates.

Describe the solution you'd like
Please consider implementing the independent ability for users to toggle the updates log on/off - this would be separate to the new ability to set a channel where all bot updates would be logged.

Describe alternatives you've considered
A separate channel could be used to "hide" the updates log (via muting), however it would be preferred to just turn off the updates in the first place.

Who will this benefit
This will benefit the majority of users who have been satisfied with no direct updates logging as per previous versions of the bot
