Global and per-User timezone setting

Some of my users recognized that by default, there account uses the UTC timezone, although we live in CET/CEST, and the server also uses CET/CEST as timezone. Everybody had to set his or her timezone on his/her own.

Proposal:
One should have a global default timezone setting, etiher in the ilibrarian.ini or in the web administrator section and the user can override this setting in his/her profile.
