Upstream issue is concourse/concourse#9027

Plugin release directory is: https://github.com/containernetworking/plugins/releases

Gonna leave this open until we verify the fix's effectiveness.

It's been rolled out to Concourse CI. I'll roll it out to QA.

Tobias rolled v2 of this fix through to production today.

My original was busted in a few different ways.
