Environment details

These accounts will contain the compute for AWS SageMaker (analytical tooling) using dev account as a proof of concept for replacing our current tooling for our Data Scientist and offer additional features such as GPU and ML/AI workloads. See issue here the workloads will be used for sensitive data so need to be isolated from the internet.

After investigation this related issue - #5929 - we think the appropriate path is to provision the user with an isolated VPC, subnets, and relevant VPC endpoints through the modernisation-platform-environments repository in line with ADR 25.

Account created and @bagg3rs informed, but still requires the creation of the isolated VPC - a PR for this is ready but some further investigation is required in order to implement this through the modernisation-platform-environments repository.

VPC has been created via ministryofjustice/modernisation-platform-environments#4558
