Runbook for creating live like test cluster

As part of recent EKS module upgrade changes, we found that there is no steps to create live like test cluster.

Below is the brief summary of steps. Create a runbook for the below steps

• setup pingdom for staterpack apps
• take a record of existing prometheus alerts
• Update node_group desired count to 40 in console. The terraform way of applying doesnt work for desired.
• Set the count for desired_count to 40, and node_groups_count to 54
• update the starter pack count to 40
• enable ecr-exporter and cloudwatch_exporter
