User Story
As an Analytical Platform product engineer
I want all the tooling images we provide to be consistently built, published and up-to-date, just like https://github.com/ministryofjustice/analytical-platform-visual-studio-code
So that we don't have to maintain variants of tools, or older versions of tools
Value / Purpose
There are a few different versions of tools we have on Analytical Platform, which is hard to keep up-to-date

User Types
Analytical Platform Product Engineering
Hypothesis
If we rebuild our images, we'll be able to keep on top of software versions, dependencies
Then less toil
Proposal
I've done a PoC of building JupyterLab and RStudio from scratch
